Are crush washers used in a manual transmission's fill bolt and drain plug?

Default Are crush washers used in a manual transmission's fill bolt and drain plug?

I've got a 99 Civic SI. I had a dealership change my transmission fluid a week ago and noticed they put crush washers on the filler bolt and drain plug. Are these usually put on the transmission filler bolt and the transmission drain plug? Also the filler bolt looks like it is leaking a bit. Would installing washers cause slow leaks?
