Check engine light and speedo not working after storm/rain?

Default Check engine light and speedo not working after storm/rain?

So I finally got my lazy *** up and made an account for this forum. I have a 95 integra ls bone stock atm and noticed my engine light popped just the morning after the storm as well as my speedo not working anymore, just the speedo not Rpms, coolant temp., or gas. I'm obd1 so I tried jumping the wires on the diagnostic 2 pin switch beside the Ecu to try reading the code but it seems like the engine light becomes unreadable since the engine light turns off pretty often. If a code scanner is the only option, can I get any obd1 or does it have to be a honda one? The speedo just stays at zero, only on start up will it/ occasionally move in a funny manner. I heard about the vss ontop of the tranny and couldve been soaked by a puddle... That is personally the only thing i can think of. And is the speedo in relation with the ecu causing the engine light to go on? All help would be appreciated thanks

Bad VSS will cause a CEL.
