Assistance Required: OBD1 CEL 21,41,&16 - HELP...
What's crackin HT... been a while since I've been on here but seems I need some assistance to help my brother diagnose his ride. Any help would be greatly appreciated.
Car is a 94 GSR. Engine shuts down getting on the freeway after switching from 3rd to 4th. Switched out fuel pump, main relay, vtec solenoid, and new dizzy. Checked compression and all 4 cylinders are good as well. Car started up and drove it for 3 miles and shuts down again. It's throwing a CEL 21, 41, & 16. I've checked voltages at all 4 injectors and they all measure ~11V.
What could be causing this issue? We also tried an ECU swap from another GSR and still wont start. Let me know if anyone has any other ideas.

It is the 3/4 wire ground under a 6mm (10mm head) bolt on your thermostat housing in the engine bay... remove it, scrape the mounting surface to make it shiny, and re-install the bolt and tighten. Also, make sure the thermostat housing is tight against the block. There are two bolts that hold it in place.

After cleaning it up, after you tighten it back down, check resistance from the metal ground tip of that ring ground to the negative battery terminal post. It should be 1 ohm or less.
Then clean up the negative and positive connections at your batter terminal. Check for any corrosion on the positive side. Clean it up as necessary.
