Metal on metal sound. Brake squeal indicator, blown shocks, or neither?

Default Metal on metal sound. Brake squeal indicator, blown shocks, or neither?

My car makes a fairly high pitched metal on metal scraping sound coming from the driver's side when going over bumps and continues the noise for a few feet and also while turning sharply. It sounds like two pieces of thin metal sliding against either or scraping, sometimes it also slightly sounds like air (pshh sound). This started shortly after I had my wheels rotated and re-balanced.

My first thought was that the brake shield was rubbing, but I tried bending it back a few times with no luck of stopping the noise.

I've taken it to a couple of shops and these were their opinions:

Shop 1. Shocks are bad, thus forcing air in and out of them when compressing and decompressing.

Shop 2. The squeal indicators on the brake pads are coming in contact with the rotor.

It sounds too much like metal on metal for it to be the shocks and you can hear it after hitting a bump while driving on smooth surface for a few feet. And although my brakes are a little squeeky when in use, shouldn't I hear the same noise when using the brakes if the wear indicators were the cause?
