Ebrake only engages on one side?

Ebrake only engages on one side?
I had a problem on my car where my ebrake wouldn't engage at all.
It turned out to be stretched cables.
So I installed brand new cables and adjusted the ebrake.
Only my passenger side rear wheel engages. The driver side very weakly engages.
The install went smoothly, and I don't want to adjust the lever any tighter for fear of stretching the cable on the passenger side.
Could there be a problem with the drum brake hardware/assembly that's preventing positive engagement on the driver side?

ninja edit* didnt read that you have drums
caliper could be seized had this problem not to long ago on my Da. I dont use my ebrake very often i leave it in gear. now i use my ebrake every time i park

I've had this car for a few years now and the ebrake has *never* worked.
I always just left the car in gear. But this year the inspection place failed my car for the ebrake not working - interesting, considering it's never been an issue in the past!
For what it's worth, the brake pedal engages the rear wheels equally, but the ebrake lever engages only the passenger side!!
Not sure what exactly that means.....
