It's inside the fuel tank.
You have to drop the tank if you want to get to it. Honda kindly enough, changed the design on the 92+ civics so that you can get to the pump from inside the car without having to drop the tank.

you just have to undo two 12mm in the rear of the tank that are attached to straps that hold the tank up, if you loosen them about 1" down then you can push up on the straps and they'll come out of their grooves and the tank will angle plenty enough to pull the pump. I've had to do it like 3 times, once in the dark, i can do it in about 10 minutes now.

its in the tank and i think i would be alot easyer to drop both sides of the tank rather than just one i had no clue on what i was in for when i did mine so i took it slow and made sure i did it right and it took me about 2 hours from start to finish. its not that bad. i did have a problem getting the pump out itself it was a bitch you have to anle it and it was a very tight squeeze! other than that no problems no as bad as u think.
