Default h22a EG RPM question.

ok so the car wont go over 5k RPM's. I put on a new dizzy, and it still wont go past 5k RPMs... anyone have any ideas why? thought tach was off, so i got an aftermarket tach and it was off by less than 500 rpms, but still wont rev out. using stock h22a ECU (obd1) in an EG dx hatch.
