Bottom cover loose.

Bottom cover loose.
Hi,
I have a Honda accord 2002 SE
I'm not sure what it's called but there's a black cover that is loose and it's located at the bottom of the car under the engime. When I was changing my transmission fluid I saw it was loose and needed some clips. Could someone tell me what is the cover called and would zip ties work in securing the cover?
Thanks in advance!

90657-SB0-003 011 002 CLIP, SPLASH SHIELD 3.63
91503-SZ5-003 013 005 CLIP, BUMPER __FACE 3.57
91512-SX0-003 014 020 CLIP, FENDER (INNER) 1.55
You probably do not need 20 of the SXO clips, as they are used on the inner fender as well as the shield.
Verify what you need before ordering.
