1995 Prelude Speedometer not working

1995 Prelude VTEC (H22A1) i have replaced my VSS and Re flowed all the soldering on the back of the cluster and have had no luck getting it to work, i have a few stuff i am going to troubleshoot but if you have any ideas that i should try or just know how to fix it.
