Default Engine Compartment VIN Center-Punch for Recall

I have a 1999 Honda Accord LX 4-cyl with an ignition switch problem. Couple of days of ago the car died on me and I smelled a electrical burn out smell. I didn't completely know if it was the ignition switch or a main relay until the symptom started again today (very hot humid day). I was on a 45-mph road when the engine stalled. I noticed all instrument lights except the green key light (blinking) shut off. The radio was on and working. I tried starting it back immediately while on Neutral (4 times) but it wouldn't start. The car rolled to a safe area where I put the car in Park. I waited few minutes and it started, but it stalled again after half a mile with only the green key light blinking for few seconds. I tried to start in Park mode immediately but it wouldn't turn over. I waited few minutes to start but the car stalled within half of mile along my residential street where I was able to park it.

From the symptoms that I have described it sounds like an ignition switch.
The recall service bulletin states that the engine compartment VIN should have a center-punch on the 8th character after the recall was performed. Mine only shows 15th character being punched.

Honda states that I had the ignition switch serviced 9/2004 when I took it to a dealer in San Francisco who gave me a run around on a check-engine light (paid $485.00) problem without actually replacing the oxygen senor which the other Honda dealer (Grace Honda) did in 4/2005, during which a warranty service for ignition interlock was replaced.

My question and thoughts are, could they (Honda dealer in San Francisco) not actually replaced the ignition switch or did they not center-punch the VIN. I appreciate any help, thank you.

Almost anything is possible. Even if they replaced the switch it doesn't mean that it would never go bad again.

Still in play are the ign switvh, main relay and ICM.
