This doesn't sound like a IAC or idle screw problem at all.
OP...how is your air filter/fuel filter? What fuel feed line is on the car? Stock?
Edit: saw your air/fuel filter post.
Take a picture of the fuel feed line. Is this a real Si-R (EM1)? Or is this a "clone"?
Other ideas:
-plug wires (you said you replaced the plugs/cap/rotor)
-clogged cat
-I didn't catch if there are or aren't CEL's
-Vacuum leaks

my car sometimes does that while its idling its a honda accord tho. cold morning it will start up fine ONcE IN A *RARE* while it will sputter less then a second during that time rpm will go down about to 900-1000 rpm then jumps back to 1500 rpm cold start, it only happens rarely tho and i think i found my problem just by replacing my bypass hose i removed my tps plug just because... well now the car does it more in cold starts sometimes throttle doesn't want to respond and backfires tps code thrown now.. and remember this was only in cold start never had a problem driving now i do. might want to check voltages at tps and ohms specs as well just to be sure

He's already replaced the plugs and the fuel filter. Can't say for sure if a clogged cat can have this kind of effect. If there was a vacuum leak I'm sure it would idle high and not low.

I doubt it's the cat but I guess you never know. I cleaned the throttle body better yesterday. The problem goes away when te car is at running tempurature.
Somebody mentioned the coolant temp sensor. I'm not sure tho.
With adjusting the idle if It idles fine after it's warmed up. I'm not sure I want to turn the idle up more

Ya I don't like messing with the idle on cars. I'm stumped tho what I could be could it possibly be a drop in fuel pressure?

Get over it. If you have an idle problem, one of the first things that should be tried is to adjust the idle speed as per the service manual instructions. See the FAQs sticky. There's more to the procedure than just turning the screw.

I don't see whats wrong with adjusting the idle or checking to see if the idle is set correctly. If it were your coolant temp sensor than I'm sure your car would've died after driving it at some point.
