Keep blowing the instrument fuse (yes I searched)!

Keep blowing the instrument fuse (yes I searched)!
Hey guys I'm kinda at a stand still and hoping someone can help me out. It's a 95 integra 4dr. The battery was sadly, hooked up reversed.
Fixed the battery turned it on and all is well.EXCEPT the intrument light, tail and license plate light fuse keeps popping. So far this is what I've done to try and figure out where I'm grounding at;
All the tail lights including license plate are unplugged
The whole dash harness to the fuse box is unplugged
The 2 plugs for the climate control to the floor harness are unplugged
The Radio Is unplugged.
And I'm still hitting ground somewhere. Any ideas of where else I could look? Any help would be really appreciated! Thanks in advance

Does the fuse blow as soon as you put it in or when you turn on the lights, oif it is when you turn on the lights, then it may be a short in a load.
Have you unplugged the Glove box light, clock, dash lights brightness controller, rear window defog/hazard/cruise control/switches lighter and ash tray lights.
I would start with the Dash Lights Brightness Controller.
If the fuse blows as soon as you put it in, [head/park light switch off] the problem is in the under dash fuse box, replace it. 94
Have you unplugged the Glove box light, clock, dash lights brightness controller, rear window defog/hazard/cruise control/switches lighter and ash tray lights.
I would start with the Dash Lights Brightness Controller.
If the fuse blows as soon as you put it in, [head/park light switch off] the problem is in the under dash fuse box, replace it. 94

I got a multimeter hooked up to the fuse box and one side of where the fuse goes is reading ground. The other side only draws power when you flip the light switch. But with the switch off its still reading ground.
Do you think it could ground out inside the fuse box? I might have access to one man ill tear it apart if so lol

I assume you mean "shows" power.
Try unplugging the ICU it's on the back of the fuse box. 94
