Default weird vibration at 35-45 mph need help

Hey guys my girlfriends car is developing a weird problem for about a month, ever since we let Walmart change a tire for us. It is a 2004 Honda Civic sedan base model automatic. Every thing on the car has been very solid and good running. She bought it almost new at around 1 year old and 10,000 miles. It now has about 140,000 on the clock. The problem is, when cruising around in drive at 35-45 mph it makes this vibration that feels and sounds just like driving over a washboard road, but the road is actually perfect. If you let off the gas, give it more gas or put in neutral the problem goes away. I can not get the car to do it in 3rd gear or at higher speeds. We just drove it from Orlando to Naples and back at about 80 mph the whole way last week (500 miles) and the car was great the hole way, but slow down to around 40 mph for a little while and the car shakes and vibrates like you're on a bumpy road. So far to try and fix this, all that we have done is lifted the car up and inspected the front end (everything looked and felt solid) and we changed the atf as well, but it is still acting up.

#1 avoid Wal-Mart.

#2 sounds like a wheel is out of balance to me.

#2 Yes a wheel out of balance can cause vibration at only certain speeds.

I will rotate the tires front to back and see if the vibration changes at all.

Wheels are out of balance..stock steelies/rims or aftermarket wheels?

okay i just rotated the wheels and the problem is still persisting in same front right location. i am no leaning to it being a torque converter lock out problem. the vibration/shutter is most apparent at 42 mph right at the torque converter lock out speed. i can not duplicate the problem in third gear. i can ride around all day in third gear at 42ish mph and the vibration shutter will not happen. it is a very heavy vibration that feels like a rough patch of road even when the road my be smooth as glass.

there is a solenoid that is in charge of locking and unlocking the torque converter. possibly that may have failed.
