More than likely the drivers seat belt buckle switch. If you can find someone who can confirm the code, you can take it to the dealer and they will replace it for free. If you can't find someone who can confirm it, the dealer will charge a diagnostic fee but if it is in fact the seat belt buckle switch, you will not have to pay for the repair or diagnostic charge.

Check the SRS code yourself
9-3 is common and indicates the driver's seat belt buckle is at fault. I got mine replaced under warranty about two months ago for this.

I had the same issue, and turned out to be a failed SRS module. After $100 used module on eBay and about 45 minutes, it was installed. It was a fairly easy install, too.
