Default 1992 h23 prelude problem

Need some help i have a 92 prelude with a h23 Motor and my harmonic balancer bolt feel off and now when I try to start the car all its doing is humming would anyone know what it could be I relpaced the bolt and the carderpin key but the bolt isn't fully tightened could that be the problem

Does it crank over at all, or can you at least verified you did lock your engine up.

My vote is the crankshaft nose bolt was left loose because
He doesn't know how to keep the engine from turning over
while he tightens it...

and if he replaced the alignment key as stated he had to of
Messed with the timing belt and and that continues to is the
Mechanical Timing off...

To me not even know anything but what he stated. It sounds
Like the timing belt is to tight. Or maybe it is rubbing a timing
Cover. Or its just really fucked up and its metal on metal causing
the humming.

But who the **** knows im just playing in the clouds.

or the timing belt broke. if that happened, the only thing turning is the crank/pistons, and the starter is just humming cuz there's not load on it or any compression building in the cyls
