Cig lighter broke?

Cig lighter broke?
Hello techs, I have recently discovered that my cig lighter doesnt work because of under dash lights that some dumbo wired into the lighter. Ive undid all of that wiring and put all the wires back to spec.
White with blue stripe back to cigarette lighter socket and grounded it. Yet no power to the lighter still. So I whipped out the multimeter and tested the wire and the socket and both are getting 12.1 volts with key turned to acc.
No fuses blown, but I cant get the lighter to heat up and pop back out or the cell phone charger to charge even know the socket has 12v. Any help would be appreciated!

Does a cell phone charger or navigation unit charger work in the socket?
If not I would double check and possibly replace/repair the socket.
I would look towards replacing the cigarette lighter itself if other accessories are getting power.
