Wrong distributer effecting ignition timing?

Wrong distributer effecting ignition timing?
I recently replaced the timing belt on my civic and cant achieve corrrect ignition timing. Before changing the belt the car failed smog due to extremely high lvls of nox (all other emissions wer well within spec and co2 was almost 15%)
The ignition timing was off (8 btdc) but the distributer was fully advanced. So after checking cam timing i found it appeared to be off so i figured that would be the reason. So now the cam timin is correct and the new belt is in, however the car is actually runnin worse and proper ignition timing still cannot be achieved. I also noticed the distributor is a td31u and its my understanding that the d15b7 should have a td41u could the problem be with the distributer?
Car is a 94 civic lx sedan m/t all stock, no mods whatsoever, other than this mystery distributer
Mil is off
Any insight would be greatly appreciated! Thank you in advance!

Re: Wrong distributer effecting ignition timing?
Update: so i changed to the correct distributer and set my ignition timing. After getting it smogged again it failed worse than before! :O
Emissions readings are as follows
15mph 25mph
Rpm: 1736 Rpm: 2774
Co2: 15% CO2: 15.1%
O2: .2% O2: 0.0%
Hc: 44ppm Hc: 17ppm
Co: .07% Co: .02%
No: 2022ppm No: 1238ppm
Ignition timing is 17 btdc
Based on the specs its running very efficiently just really high nox
Any ideas?
