Default no. 15 fuse keeps blowing

hey wats up everyone. i have a 97 civic ex with a b16a2 swap. i hit a bump today and the speedometer stopped working. i found the no 15 fuse blown wich controls alternator output, o2 sensor,VSS,eld, evap purge solenoid. so i got back home put another 7.5a fuse in and the fuse blows as soon as the key is turned to the on the position. i unplugged all the sensors in the circuit and it still blows instant. i removed the whole engine harness to check for broke wires or a wire being shorted out. found all wires to be good. i removed the eld from the fuse box under hood and it stinks like burning electric. if anyone has any ideas they would be greatly appreciated. ive never seen an eld go bad on these year civics but im going to put a new one in tomorrow and im also going to replace the alternator.

thanks everyone

Click fuse 15 TSB in my signature. Also check the O2 sensor heater wires.
