Default Too much fuel in cylinder?

93' Civic EG with Type R swap - Walbro 255 fuel pump, slightly bigger injectors and fuel rail. Regular bolt ons, Hondata s100 but not tuned.

I recently had a misfire and cylinder 2 was not sparking. I removed the plug and the cylinder was loaded with fuel and the plug was black. I cleaned it up and did an oil change, runs good for now...

Why am I getting this much fuel? Ideas on how to fix or where to start? Thanks
