yes you need an o2 sensor... the stock narrowband sensor is garbage for tuning and monitoring air fuel ratios. you need a wideband
and I'm willing to bet it's a basemap... those aren't "tunes" they are just a basic map to start the car, check for leaks and proper operation, and getting the car to a tuner
by no means are they meant to be driven on or to be used to beat on the motor... and since you have no way to monitor air fuel ratios the engine could be running dangerously lean.
you could have already damaged the motor
and on the topic of tiger motors (since this thread got trolled up) they suck.. my friend got an Sr20det motor set from them that had a broken igniter, broken coil packs, a cracked valvecover, a bad iacv, a broken maf, damaged CAS, a fucked transmission (bad sychros, seals, etc), a cut wiring harness, no ecu (they said it came with a complete uncut harness and a 62 ecu), and a seized turbo (i think there was more, it's been awhile so I don't remember everything that was wrong but it was an unmitigated disaster). they didn't offer to replace the motor or any of the damaged components
the entire motorset had scratches, gouges and such... looked like someone chained it to the back of a truck and drove down the highway.

well i had a guy from the east coast do the tune i told him i didnt want a base map and gave him all the info on my car it runs fine with 10% throttle anything after that it just spudders i think it might be a random map

you can't tune a car over the internet...
things like elevation, temperature, humidity, etc all influence the tune... add in the fact that no two motors run the same (you can have two identical setups with the same tune and each will run differently) and the result is you got taken...
combine that with not having a way to monitor air fuel ratios and you end up being fucked, basically.
