I had seen this happen on the fwy at about 70 mph ek hatch took a instant dive towards the grassy divider. Stopped to see if they were ok and saw the culprit stretched tires that were busting at the seams

well thats why when you stretch a tire at a tire shop they mkae u sign a paper and plus i heard stretch brand of tires are key too

lolz i hate streched tires,
function over form all day!
and i work at discount tire, there is no such thing as stretch brand tires,
and keeping them properly inflated and rotated will not help
and really beaded properly????????
like wtf how can you even type that?
how can a tire be installed properly without seating the bead? even on a streched tire theres no way to install it properly(if stretched tires could be counted as proper) without seating the bead,
sorry long day at work lol

The tire manufacturer will list the approved wheel widths for that size tire.
7" would probably be borderline, 7.5" would probably be a stretch.

Well you tell me , because one person say's not a stretch ,other person say's it's a stretch . And the company is telling me in the info of tire size that will fit , that even the 15x8 version will fit a 195.

Different sizes of "195" will be approved for different wheel widths. A 195/50-15 could very well be approved for different widths than a 195/55-15 or a 195/45-15.
Just go off of what the manufacturer has listed as the approved size for the exact tire you wish to use.
The only tire I can find (quick search) in that size is the Yokohama S.Drive, which is approved for wheels 6" - 7.5" wide, according to Yokohama's website. If you're looking at a different tire, check with the manufacturer on approved sizes before buying.

On a more serious note, of course the aspect ratio and/or wheel diameter can change the wheel width fitment, given the same section width.
You need to look up what wheel sizes are approved for the exact model and size of tire you intend to use.
A common example, a 205/45-16 is usually approved for wheels 6.5" - 7.5" wide, but most 205/40-16s are approved for wheels 7.0" - 8.0" wide.
The first number in a tire size is the section width, not the tread width, and not the width at the bead. All it tells you is the widest part of the sidewall, which isn't even a very useful piece of information.

What am I seeing?
The stretched tires that i see in Florida have the tire bead about 1/2"
from the rim lip.
Why do all these pics of destroyed tires show the tire bead up against the
lip of the rim?
Near the front, that red car looks more like the wheel/tire are too wide
and rubbing inside the fender more than it looks like the tire bead is not
touching the lip of the rim. What am I missing seeing?-Bob

I used to daily drive a 195/45 on a 15x9 for year or so without any issues. It wasn't too crazy looking. Any more of a stretch than that though is just asking for trouble.

Aesthetically, I see why this is done...but I just can't see from a safety stand point how someone can DD a car knowing the risks are multiplied.

And i dont think its the tire stretch that eats the side wall apart like that, it all the guys that run crazy camber, trying to get a 10 inch wheel with zero offset under thier civics fenders.

Stretching a tire causes undue stress to the sidewall directly. As the vehicle rolls it puts a lot of strain on the sidewall indirectly, which causes a lot of heat build-up and can cause the belts to separate from the rubber and just disintegrate. Your opinions aside, that's the actual cause of a lot of the problems stretched tire drivers experience when driving longer distances.
