Re: vtec problem
Well, lets start off by you giving us all the details you can.
What mods are done to the car?
When did it start doing this?
What codes did you pull? Need to know them all if you want us to be able to help.

Re: vtec problem
Code 22 is most likely caused by low oil pressure which could be from a few different things. Lack of oil, bad oil pump or clogged strainer/pickup, screen on VTEC solenoid clogged. Also damage to the wiring could cause it to not engage, though from you description of it only happening in 4/5th.
Start off by verifying you have the proper amount of oil.
Next remove the VTEC solenoid and clean it
Remove bolts, spray liberally with brake kleen or similar product. Replace gasket, I think its around $5 from Honda.
Next I would verify continuity at the harness.

This is again for a Prelude but similar
If all this checks out then replace your VTEC solenoid with a new one or a working unit barrowed from a friend. Lastly, I would suspect oil pump or pickup tube problems. In which case, you would need to remove the oil pan and inspect for damage/problems.
Hope this helps - SA

Re: vtec problem
The CEL is triggering your ECU to go into "Limp mode". This will restrict the vehicle from accelerating past 5k rpms and possibly damaging itself. Have you removed the VTEC Solenoid yet to verify its clean and not obstructed? Checked the wiring for any damage/breaks?
