personally, i think the 99-00 lights are much nicer. they're smaller and have sharper lines. don't look as bug-eyed. however, i'm a big fan of the SiR look. but the picture above with the 98 lights doesn't look right.

I have seen people cutting the lower half off a 99-00 and putting it on a 96-98 upper half, but you must have body work knowledge to get it perfect

I forgot the link but they take 2 bumpers and cut them in half.
They then plastic weld or any way you want it togher.
I have never heard of a crower bumper. And a google search brings up noithing.
Are you sure you didnt see white crow?

to each his own, though. if you like it, go for it. It's not a bad look because it's still stock design. at least you're not trying to convince us on a body kit.

There's three options for a similar look.
There's the J Blood front bumper. It's $650.
http://www.j-blood-na.com/civic/index.htm
Then there's an aftermarket, no name bumper. It's commonly sold in Europe. It might be sold in the US too. Try eBay. If you need to get it shipped from Europe, be ready for some pricey shipping and customs fees.
Or you can cut the two bumpers apart length-wise and fit them together, '96-'98 top with a '99-'00 bottom. Probably could get pricey to get this done too.
I've got more photos of the aftermarket bumper, but I'm about to go to sleep and don't feel like uploading them right now. Anyway, they look the same as the bumper in the first post, but without a lip.
You're thinking of the White Crow bumper for '92-'95 Civics.
Searching for "crower bumper" yields only four results (one being this thread), which means it's unlikely to be real. One of the other results is a thread on JDMRides where someone mentions a "White Crower bumper", a typo. The other two are spam sites.
Maybe a bit unusual, but not unique. These bumpers are produced aftermarket.

That looks like a 96-98 Grill as well....reinforces the theory of a 96 upper and a 99 lower bumper molded together IMO.

Re: 96-98 civic with 99-00 front bumper with a conversion??
It'd have to be a '96-'98 grille in order to fit to the '96-'98 hood, which fits to the '96-'98 headlights. It doesn't matter who made the bumper or where it's from. In fact, if you look at all the other cars with similar parts mentioned in this thread, they all have '96-'98 hoods, grilles and fenders (the J Blood grille might be built into the bumper - it's still shaped like a '96-'98 grille though).
Either way, I already said these bumpers exist. I promise I wasn't talking out of my ***. There are homemade versions and aftermarket versions. People have been asking about these bumpers for several years now and they always get the same answers.
Here's a homemade one (I know this because the owner's brother posted these pics on another forum and stated this bumper is homemade).
And here are kits.
