Default Voltage at ecu pin a25 b1? 95 dc2

Is the voltage found here going to be battery full voltage or less? My battery reads 13.9
my voltage at those points on ecu 7.1 . Is his right?

Ya cant connect to my aem ems . but tested ems in other car and can connect just fine.
