Yeah I used brake cleaner on the whole area last weekend, which is how I traced the leak to the gasket in between the VTEC valve and solenoid, NOT the gasket between the valve and the engine head.

I dunno, I'll feel better when the damn thing is actually fixed.

VTEC oil leak seems to be gone. However it appears there is still oil leaking from other places and dripping down onto and burning on the exhaust header, as I explained in this thread: https://honda-tech.com/forums/tech-misc-15/found-more-oil-leaks-oil-dipstick-2736333/

You can usually fix the leak without buying new gasket and instead (1) cleaning old gasket and solenoid mating surfaces with brake cleaner and (2) applying a thin layer of HondaBond to the gasket. Then torque to spec.

Thank you. Local Honda parts department helped me figure out the o ring and top gasket, not just the one with the filter and problem solved. I didnt even have to take anything off but the wiring harness for those two fixes on day 2. Keeping my 99 rolling. I truly appreciate the replies and glad this thread was still alive.
