Not true. I'm pretty sure the Honda manual backs what you're say but:

When I had my Proxes 4s mounted last year, the tech that mounted them completely destroyed a brand new sensors (the original one broke off from the cold when I tried to put air in it in -4 degree weather). He cracked the new one right in half. Luckily, he didn't break the valve stem portion so it held air and I could drive on it until I could get to Honda (to have them do it right and have STS pay for it). But anyway, I was still able to turn off VSA to get up my driveway in the snow, and spin the wheels in first.

You're one of those people who freaks out just because the PSI is little higher than the AUTO MANUFACTURER recommends? Calm down, the highest PSI the TIRE MANUFACTURER recommends is 51PSI.

as already mentioned, not having the tpms sensors doesn't keep you from turning off vsa. there are 2 different lights for the tpms system in the gauge cluster; the low pressure light supposedly doesn't let you turn vsa off, while the tpms system error light still lets you.
