Default hesitating/lazy no cels 2000 civic lx 4dr si (with complete b16 si setup)

i have this car and everytings good except it feels lazy. i have changed timing belt, water pump, spark plugs, checked the tps, replaced the map, changed the fpr, switched ecus and tried all kinda other stuff and nothing seems to correct the problem. the ignition timing is on point, the timing belt it set right. i have no cels and other than that the car is good. also the compression is good at 210 210 210 210. it mostly is sluggish on take off rpms between 1k and 3k then you feel it pick up like a burst of power comes in. i let some one drive it to feel it out and they even said it feels like vtec is not comming in but you can hear the crossover when you hit 5500 rpm and a slight increase in power. but in my experience in having a previous b16 in an eg with gsr cams (this engine also has gsr cams) the car would pull alot harder and have more power and no hesitation. the only thing i have not replaced is the distributor and iacv but the car idles fine and a distributor either works or dosnt work right? again i have no check engine lights. please help

Measure the fuel pressure with and without the FPR vacuum hose connected.

these didnt make a difference. i had already replaced the fuel pressure regulator. would the distributor cause this kind of problem with out showing a check engine light? like if something was going bad but not bad yet?

It just recently started feeling like this? Or does it feel like this after a swap? because you have replaced like everything already so...

just swapped a dizzy from a friends known good one and at first it ran fine but the car had cooled down but after about 10 min driving around it came back. it seems like the car drives fine when its cold or cooled down but when you drive around and the car warms up it starts to hesitate and not accelerate smooth and when its hot out side you really notice it even more. like if you move off from a red light it bogs down and has no power and then when it gets to around 3 rpm it gets a burst of power and accelrates better but does not accelerate smooth through out the rpm range. you feel very light jerks.

is the car overheating? If the ECU thinks the car is overheating it will like retard the timing, etc to keep you from blowing the motor. This happened on my car when i first got it, it was overheating and i didnt notice it the first couple of days i was driving it.

i dont think my car is over heating. the needle is slightly below half, and it dosnt feel hotter than usuall and the radiator fan cycles on and off like its suppose to.
