LS-turbo replaced dizzy and plugs. Trouble Starting plz help :(

LS-turbo replaced dizzy and plugs. Trouble Starting plz help :(
Okay I have 97 JDM B18B stock. 440 Injectors. t3/t4 turbo. Tuned on hondata s300.
I have trouble starting my motor, mostly when I recently turned off the car. I replaced the whole distributor w/ cap and rotor. and I got new spark plugs
NGK BRK7e. THe only part of the ignition system i didn't replace was the Spark wires which are 10.2mm.
When I try to turn on my car it would crank and for like about 4 seconds before it would turn on. It SEEMS like spark isn't getting into the plugs. but I'm sure im getting spark because once it starts it runs fine.
sometimes It would just keep cranking and cranking and just wouldn't start.
I pulled the spark plugs they seem pretty foul considering they are a week old.
What is weird is SOMETIMES, it would start up turn on, after 2 seconds of cranking.
Does spark plug gap have anything to do with it? or spark wires? or fuel filter?
I can always hear the fuel prime when I turn the key.

I can't seem to figure out whats going on? Whats so hard to figure out, is sometimes it starts right up but sometimes it needs to crank for a bit before the engine would turn on.
it seems reallly random. sometimes it keeps cranking.
I did a search and found some possibly good info. My 2 leads
My Fuel filter can be clogged,
and I might have to replace my Engine Coolant temperature sensor.
Those are my 2 leads so far, that i obtained from this post
