Is using a 96 POH accord vtec ecu healthy on a H23A Vtec in a 96 Prelude PLEASE HELP

Is using a 96 POH accord vtec ecu healthy on a H23A Vtec in a 96 Prelude PLEASE HELP
lemme know im trying to make a reliable ride work for my gf while im away at school, she jus bought a blue valve cover H23 and im giving her my 96 Prelude and it needs to pass NYS Vehicle Inspection. I am unable to find a OBD2 P13 so i was offered a 96 Accord POH ecu, but im sure those ecus were meant for a sohc f22 engine....or would it be safer to jus run the ecu on the non vtec h23 ecu in the car and stay away from vtec until i can find a p13
