I hope the angle on that return line looks steeper in person, because in the pics, it looks near flat...which is never a good thing for oil seals.

it is near flat, but it does have a little downward angle, and trust me that is about as good as it can get. The drain flange doesn't even have a fitting on it beacuse any fitting I use brings the hose too low, so it's just a hose clamped to the flange...

What does consern me is that 5qt in the oil pan is pretty close to the drain hole for the turbo

On obd1 civic & tegs they have a blue plug under the dash that you just have to jump and the codes will flash through the CEL, but on obd0 the codes flash from a small red light inside the ecu through a small window... But when one does a obd0-obd1 conv. how do you read the code? The conversion harrness has a wire that just has to be grounded for the codes to flash through the CEL, and thats what the switch is for
