It has written instructions on how to download it.

After you enter the numerical captcha, click the "Proceed to Download" button..

then you right click over the text "Download FRINSTALL.pdf" and choose "save as" ... and it will download.

Well, then I don't know what any of you are doing wrong. For verfication that nothing is wrong with the file host, I just downloaded the file for the second time. As previously stated, PM me your email address and I will send the file directly to you.
