Default High Beam Power Issue

Doing a wire tuck, so I did up the driver side light stuff and went ahead to test stuff before I wrapped it all up and I noticed neither headlight on that side worked. So of course, I went "expletive." Came to learn that my bulb is just burnt out for the normal lights and the highbeam is having issues with getting voltage. The low gets full voltage but the high beam gets something like .3V. I went under the dash to test the wire before I cut into it to extend it and got the same pitiful voltage signal. Where should I start looking for something that might be causing this? It's only the highbeam on the driver side.

If you're hear I might as well ask a few other things. When do those lights in the bumper come on? Neither the modified nor unmodified side turns on when I mess with the lights. However, the drive side comes one when the driver side signal goes off. I get the feeling I switched one of the grounds around on this, but before I figure out how to fix it I need to know when it comes on so I can get it set properly.

Well, I decided the blinking thing is how it's sposed to be. It blinks together with the lights on and alternates with the lights off. Does it on both sides, modified and unmodified, so I just figure that's how it is, *shrug*

One issue down, I guess.
