Default Failed Smog: HC's too high at idle, ok at 2500 rpm. Fixes??

Yes, I did a search but most of what I found related to high NOX emissions. I passed everything but the hydrocarbons were double the allowable amount at idle. In this state they test idle and 2500+/- rpm ranges. Please help me diagnose this problem and offer wise advice on fixing it.

Motor: B18C (OBD1)
Plugs and wires replaced within last 5k miles
PCV valve replaced within last 12k miles
Motor smokes north of 6k rpm when I get on the throttle.
Motor failed last year but was able to squeak buy on third try.
Cat (from Summit) replaced within last 20k miles.
Punched a hole in the cat last winter and patched with JBWeld-type stuff from Home Depot. Didn't see any damage to honeycomb.

Please help!

try using a stock cat. those high flow cats dont last long.

nox usully has somthing to do with ur muffler system cat whatever

The hole occured after failing last year's test so that can't be the reason, I'm thinking.

change the cat....seriously, the cat is one of the few reasons why your HC's will be outta wack. assuming you arent throwing any codes of course

REPLACE THAT CAT! i had the same problem with my b16, was trying to ref it, but it kept failing cause of high HC. so i bought a new cat, replaced it, and finally passed. i took a look at the old cat and it looked fine, BUT, that dosent mean that the cat isnt dead. Just because it looks fine, it does not mean it still works.
