A blinking CEL @ XXXX RPM usually indicates a misfire issue. This could be any number of things in the ignition or fuel system. If this is accompanied by poor engine idle or driveability issues at speed, Get it checked ASAP.
The oil light would come on at the same time as the flashing CEL if it was a low oil issue.
Ether way it is not good and should be looked at!
