Then I'd say just get titanium retainers, possibly valve springs and get a decent P&P. Rocket Motorsports has the springs and retainers and there are many good head porting companies like Portflow, Blacktrax, etc.

You don't need new cams or anything, but cam gears wouldn't hurt.

I wouldn't build an H23 head if I was planning on switching to an H22. Why are you building a head that you want to change out later??

Exactly, don't waste the money on the h23 head. $1500 will get you a good start on building a H22.

from what i hear the h23 is better to turbo than the h22 from scratch. the h22 requires beefing it up to be able to handle double digit boost numbers reliably and with proper tuning. once built properly, yeah the h22 will dominant the h23. i don't know much about the h23 but based on the h22, i know the whole valvetrain, pistons, and rods should be upgraded. on a h23 this might just be extra insurance. the question would be what is the goal (horsepower wise) that you wanna obtain. that is gonna determine what you need to do.

No.... Do a little research, man. Ringlands give out around 7-8 psi, stock cams are fine for boost, H22 and H23 both need to be resleeved to run forged pistons because of the FRM lining, etc...

Personally I think the H23 is awesome for boost because of the larger displacement, lower compression, and simplicity of non-VTEC.
