93 civic will not start

93 civic will not start
Hey Everyone,
I have a 93 Civic LX 1.5. the car was running fine then after being parked for several hours it would not start, tried jumping that but that did not help. Finally I pushed started the car and drove it back home. When I turn the key the dash lights up but the starter does not engage.
1) I have replaced the starter(had it testing the the shop just to be sure)
2) Had the battery tested and it is good
3) Attempted to take power straight to power, did not start.
4) Have tested the starter and it is getting power but will not engage
5) Car has an alarm, but it is never used, and will get pulled out
Anybody have any ideas??

Got a multimeter?
Check battery voltage
Check battery draw when turning the key,
Check connections on battery/grounds
Jump vehicle with cables and read battery voltage while running
Check battery voltage
