Im in jersey and this problem only occurs when its cold outside 55-60 degress. It makes a screeching noise car wont start up , after a while it turns on.

I would check the starter first. since it doesn't even sound like it's turning the engine over.
could be that the starter is going out or the teeth on it are messed up. weird that it's only when it's cold though.
could a bad ground cause something like this?

Only thing that comes to mind is the teeth on the flywheel are messed up. Could possibly be the starter though. This is a tough one to diagnose through the internet. Maybe pull the starter and look through the hole at the flywheel teeth and also take the starter to a parts store while it's out and have it checked. Maybe it's binding and the gear isn't extending far enough to contact the flywheel.

it wasn't the starter? did you check the teeth on the flywheel that phil suggested? you can get a better look if you jack the car up and remove the 4 bolts holding the lower dust cover on over the flywheel you could see the teeth then.
