Icon2 Help?????Hybrid Racing Unibody FPR Issue

So I have Installed a Hybrid racing tucked fuel kit on my fresh Integra K-swap build. For some reason the brand new Fuel Pressure Regulator does not adjust under 70psi no matter how many times I turn the adjustment screw it stays at 70 psi when started. I have one fuel feed line going to the regulator and one going out of the regulator to the center port on the rail. Another line going out of the bottom of the regulator to the middle return tube. I am running a walbro 255. Please help I have called Hybrid and they want me to send it in and wait two weeks for it to come back. I dont have time for that.

I was told by the Hybrid Racing Tech that there is no need for me to run a vacuum line to it. That is primarily for boosted cars and I am High comp NA.
