Throttle Lag in low RPM

Throttle Lag in low RPM
Its been two weeks cant figure out the problem of delay throttle response in low rpm. i,e when you press full throttle suddenly from idle there is slight lag and raises slow as compared to if you are at 2.5k rpm and press full throttle.
Some time very very minute jerk can be felt when throttle is pressed full. These conditions escalate in driving mode. D1 full throttle with no load car starts normally where as my CF-4 Civic in D mode with full throttle burns out.
Car under discussion: 92 accord with F18b (1.8 liter SOHC). With hydraulic trans.
Done So far:
Adjusted Valve clearances
Injector Cleaning with Ultra Sonic Bath
Fuel Pressure check 43 at idle and approx 48 at wot
Brand New Spark Plugs
Did a resistance followed by length as follows
Cyl 1. 1.5 k Ohm, 23.5 inch
cyl 2 4.5 k Ohm, 21 inch
Cyl 3 3.6 k Ohm, 15 inch
Cyl 4 3.2 k Ohm,13 inch
Distributor Cap is not in 100 Percent shape its 6/10.
Question:
Instead of going straight replacement of spark plug wires and distributor cap i want to be sure they can cause the symptoms.
I suspect a lazy O2 sensor too. What do you think? I am getting my ELM327 delivered tomorrow hopefully will show some graphs
