I will go through and add pictures for this, and it may take some more experianced electrical gurus.
1995 Honda Civic Cx Fresh wire tuck, nothing was cut other than grounds in the engine bay on the white 8 plug ground terminals. On the main relay, i get no power to the fuel pump to prime. the t stat housing ground is connected. relay unplugged i have continuity to the fuel relay ground. Green/Yellow no power to the pump Yellow/White 12v battery supply is there Yellow/Black (ecu power) 11.4v yellow/Green -.51v (black to ground) Black/yellow 11.4v (II) Blue/White Ignition Switch -.51v (I) and 8v(II) Ignition Switch White 12vconstant black white starter 12v start black yelow 12v run start white black 12v run yellow I and II

The grounds themselves were ran through thefender. Ends were cut off and attached to butt style ring connectors.

Checked all grounds for contunuity to the frame. All xhecked good. Next going to check every power and ground to the ecu

is it a fuel pump prime delay? if so, it could be capacitor 14 in your ecu, this is a common issue

Both relay anf ecu tested in my teg. Tested fine.

The Grn/Yel wire cannot get voltage if the relay is unplugged. Redo the voltage test at the fuel pump with the relay plugged in. Use the fuel pump connector Blk wire as ground and compare the voltage reading when using the chassis as ground.

just rechecked everything. have continuity to the ecu grounds and chassis.
i get 9.5v from the blu/whi on start only, not run. 0v to fuel pump chassis ground and fuel pump ground i checked the jumper harness that i made to do the wire tuck, and every terminal end matches. and the next step is to undo the engine hanress and plug it strait. ill post up pics in about 15.

neglected ground.
after hours of tearing apart everything, i checked voltage at the chassis and on the physical grounds. broken ground wire off of the curent car i am driving. on harness, nearly impossible to find. pulled 5 volts when 12 was there.
