Rebuilt Motor Won't Start...
So first I want to say, thanks for reading and for any help with my problem.
Car is a stock civic D16Y8 with all stock internals. I tried starting the car today for the first time since the rebuild. the engine turns over and makes a muffled poping sound and doesnt start. the muffled poping sound happens once or twice, and some times not at all, during each start attempt.
Also, on a different note, my clutch pedal seems too soft for a brand new flywheel, clutch disc, pressure plate, throughout bearing, and pilot bearing. any common problems i should know about? Tranny is stock hydraulic and clutch components are stock replacements.

It sounds like either your mechanical or ignition timing is too far off.
Also, you never said what vehicle/engine or type of transmission you have (hydro/cable) so its hard to help you.

-okay so i should check my ignition timing. i know for sure that my mechanical timing is precise because i did and re-did it before installing.

Pull the rail, see if the injectors shoot.
Pull a plug, and a spark plug, and put it close to a ground, see if it sparks.
Generally speaking never, is right, sounds like either a mech timing issue, or your plugs are in the wrong order.

YES...finally started the car!
thanks for the help negusjuda and all motor.
i checked for spark and that was the problem, but i have p0304(cyl #4 misfire), p0302(cyl #2 misfire), p0300(random cyl misfire), and p1399(any cyl misfire). it has to be a timing issue, right?

Timing issue, or something of the plugs.
Maybe gap too tight? Wrong plugs? Timing off a hair causing an advanced spark or retarded spark.. just alot to check.
STart with your timing - its a sohc, shouldn't be hard to have the gear with the up arrow up and the tdc mark on the crank lined up.
I would think check to make sure everything is tight and gapped correctly.

how do i check the timing exactly? i did a valve adjustment and made sure that the belt was installed according to honda manual.

now i have white smoke comming from under the exhaust manifold right where the head and block mate. i dont understand because the head gasket was changed and head bolts where bolted to spec(sequentially 1,2,3,4 final at 49 ftlbs)

it was mechanical timing, thanks for the help (d16y8 w/stock everything...for now)
thanks for the advice, turns out i needed to re-do my valve adjustment. for what ever reason when i did the valve adjustment on the engine stand it needed another valve adjustment once it was sitting pretty in the engine bay.
now i have white smoke comming from under the exhaust manifold right where the head and block mate. i dont understand because the head gasket was changed and head studs where bolted to spec.

The smoke seems to be comming out from the exhaust side and not the intake side, is it sensible to assume that it might just be an old exhaust manifold gasket and not a head/block issue?

Might be condensation, not sure though..
While the car is cold, take off the rad cap, have someone sit in the car and start it, and rev it up, if the rad bubbles, HG leak around the water jacket, if not, then there's possible a leak somewhere hitting something like your exhaust manifold or it is, infact condensation.
remember, you've been touching the motor alot checking things and stuff..
