Im getting rid of the ULEV-Vtec and im getting the JDM SOHC Vtec. Anyway, I was wondering if theres a ECU that will increase my cars performance.

Bore × Stroke: 86.0 × 97.0 mm
Displacement: 2254 cc
Valve Configuration: SOHC, 16 valves, VTEC
Compression ratio: 9.3:1
Max power: 150 hp (112 kW) @ 5700 rpm
Max torque: 152 ft·lbf (205 N m) @ 4900 rpm

maybe it's just too early in the morning... but i was sure that all EX trim Accords, '98-'02 came with the F23A1. Also, why the "JDM" F23? wouldn't that be and F23A (no numbers on the end of JDM... right?)?
anyway, the best ECU to use is the factory box for the F23A1. AFAccord has done enough modification to the motor to warant an upgrade and i believe he used a piggy back.

The F23a4 did come in 98-02 Accords. They have a different exhaust and O2 sensor than the F23a1 for better fuel economy.
OP, a OBDII ecu cannot be chipped so you will either have to do a piggy back setup or get an OBDII to OBDI ecu jumper harness so you can use a P06 or a P28.

What lil tones said... Also, the ULEV engine made in California i believe and sold in Jersey. Other 98-01 are not all Vtec... the DX is a non-vtec... pushing on 135hp.
About my Ecu... How do I know which ecu it is... Its stock, but came from the ULEV-Vtec, would it already be a F23A1

If you are getting rid of the ULEV sensors and the engine, ditch the ULEV ECU and get a stock F23A1 F23 VTEC ECU for now. If you are keeping all of the ULEV sensors, keep the ULEV ECU.
If you are looking to go boost you will have to look into local emissions laws and see what you can and can't run before you start. If you can go OBD1 and run a conversion harness that is an option. Other options would be a stand alone engine management unit like the AEM, Motech, Haltech EMS systems.
