Slight hesitation while starting cold

96 civic ex

This has been happening for a long time, there is a slight hesitation when starting cold say firing for the first time during the morning, then the rest of the day it is fine.

More noticeable during the winter

any ideas?

Recent tune up by the way.

swing by a parts store and get a battery test done sound like low cca's

Does it crank strong or is cranking weak?

Does this happen only when the gas level in the tank is around 1/4 full or below? If so, it's normal for Civics.

Happens with a new battery as well. Tank full or half or quarter doesn't matter.

I mean it turns over but this been happening for years.
