It is unlikely that you will need to remove the bumper. On my 96 Accord, the bumper lights are accessed through the lower grill next to the license plate. You should see a plastic phillips screw. Once this screw is backed out, you can reach in and push the lamp assembly out. Sometimes it is difficult to get the screw to back out because the threads don't seem to be holding onto much.

Information is incorrect, 94-95 front bumper is different from the 96-97 bumper. The fog lights on the 94-95 are accessed from the back, ask me how I know, I have a 95 accord wagon. You will have to remove the bumper unless they have an access in the front for the kind of fog lights you have unless its OEM. Look at the FAQ to learn how to remove the bumper
