Default Troubleshooting no start... whats next???

So for some time, I have had to jump my starter or get a push start to get my engine running. Ive been annoyed enough to attempt to fix it, but need some help. I have never used a multimeter or done any electrical troubleshooting but am eager to learn.

Car is a 2000 integra ls with a k20a2 I got on a decent trade, and also has an alarm system.

I finally got a test light, and multimeter, and saw some youtube videos.

I got a faint light to the starter solenoid, and one time only, the multimeter read close to 6v on starter solenoid. All the rest of the times it only read at .03v.

Now that we have ruled out the starter isn't bad, whats the next step. How do I troubleshoot if it is the ignition switch or neutral safety switch? Any help is appreciated.
