Default Head build, which route to go? v-tec? or a big cam? D16A6

So I have been waiting to do a head swap and I just cant figure out what to do. I was considering doing a mini me swap but I've been reading up on it and there only seems to be a 8-10 HP gain with a Z6 head. I have a spare stock head from a d15(b2?) and I was considering putting a cam in it, doing a port and polish and maybe titanium springs, but since its speed density and not mass airflow I guess i would need to re-program the fuel maps with the new cam? I dont want to dump too much money into the head swap, what is my best option?
any insight helps!

Don't bother....unless boosting only thing you can really do to get power to cost reasonably with the D series. or save for a swap

or.. you could get a sohc 88-91 sohc ZC non vtec. its rated at 130hp and moves pretty darn good in a crx/civic. if your going dohc, get a b18c1. you wont regret it.

Boosting it is definitely an option down the road, but I'm doing the head first since it seems to be having some issues. Is it possible to run a bigger cam without having to reprogram the fuel maps? Or should I run a stock SI cam and just port and polish the head and use better springs? Trying to do this for decently cheap

Yes I've heard about the ZC, I'd have to change the whole block tho right? not just a head swap

you would be just getting an entire long block. they are cheap. 5-700$.
