Default 2001 Honda Civic Overheating

I need HELP!!! I have a 2001 Honda Civic EX and its Overheating....I checked the hoses and I replaced the radiator cap and its still getting HOT. I did notice that the radiator fan is not turning on, does anyone know what temp it comes on and if I should hear it come on. Someone told me that the relay switches go out, is this TRUE ???? I dont want to spend money on a new radiator if I dont have too...Does anyone have answers for me... Please HELP its my only mode of Transportation........

im assuming you checked the coolant level?

Yes, I checked the coolant level in both the radiator and reservior. When I turned my car off, the coolant was bubbling in the reservior.

If the thermostat isn't opening, then yes, the fans will not kick on.
