Don't know how much help I'll be, but I fixed this on my Volvo... the throttle cable has a threaded screw on the end, and you can tighten or loosen it to lengthen/shorten the cable slightly (to shorten the cable, turn counterclockwise, I think). While the car's off, have a friend tap the gas pedal so you can find the throttle cable.

The throttle cable needs to have a little bit of slack in it to be sure the throttle plate closes all the way.
If not the TPS mis-reads and the ECU changes timing.

well it's not like your typical loose gas pedal... even when i'm not on the pedal, it's like about an inch above the normal position. I'm not sure if thats a good description but thats the best way to explain it.

I had the same issue. I had to press like 3/4-inch before the gas would kick in. This, in my case, was a stuck throttle body in addition to an over-loose gas pedal. But on Hondas, the TB doesn't foul like Volvos.
