Yep it cranks. Could there be a lose of air flow that causes the engine to not start?

I dono, i had something like that on a 94 integra, and idle was at 4k Rpms.. (it had all nuts on, but some were loose.) But it started. Any gas leak from I/M?

Got any ground wires going to the IM bolts? Normally you shouldn't.

Got any other loose bolts like on your thermostat housing where your engine harness ground is located?

a loose intake manifold should not cause you not to start, your idle is going to be off and may even jump up and down.

like sql_civic said, check to make sure that your grounds are connected. check to see if you have spark and fuel (turn the motor over w/o the spark plugs in to see if you see a mist of fuel coming out from the spark plug holes). then start looking for blown fuses.

why are you waiting on honda for bolts?
you do realize that honda doesn't make some sort of super bolt that no one has reverse engineered dont you?
