so you can roll down the window without it being ridiculously noisey at driving speed (example: like if you are a smoker and it is rainin' outside and wanna have a smoke inside the car)!

Beyond just smoking, you can open the window while raining to vent the cabin. I have having windows up in the rain and I don't smoke.
